Getting a Driver's License for Tractor in the Republic of Kazakhstan

According to these Rules, examination centers mean organizations specialized in technical and vocational education, accredited in the field of education or included in the register of training centers and educational institutions for short-term vocational training on the web resource of Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan.

Examination centers provide theoretical classes, operational training and professional practice in the specialty “agricultural tractor operator". Having completed the training, examination centers conduct theoretical and practical exams (final certification), which results in issuing a respective training completion certificate in the form specified in Annex 1 hereto.

Examination for the right to drive vehicles of all categories shall be accepted by examination commissions at examination centers on the day of application.
Exams are held to test knowledge of the Road Traffic Rules, Main Provisions on Admission of Vehicles to Operation, list of emergency and special services, the vehicles of which shall be equipped with special light and sound signals and painted according to special color schemes, as well as safety regulations for the operation of vehicles provided for in the training programs.

Admission of citizens to take the exam and obtain a certificate shall be based on their permanent registered place of residence or place of temporary stay (in case of temporary registration), and for foreign citizens registered with the internal affairs bodies - at the place of their stay.

The examination shall be conducted by testing and shall consist of ten questions. A candidate for obtaining a tractor driver's license shall be given thirty (30) minutes to answer all questions.

The minimum technical requirements for technical equipment during testing are specified in Annex 1-1 hereto.

The final grade “Pass” shall be given if at least eight questions are answered correctly. Otherwise, the grade “Fail” shall be given.

In case of Fail, the repeated examination shall be held not earlier than five (5) calendar days from the date of taking the previous examination.

The results of the examination shall be entered in the examination sheet as per Annex 2 to these Rules. Persons who successfully pass the examination shall be issued a certificate within two (2) business days based on the examination sheet.
Persons holding a license with authorizing marks in the categories:

“A” - wheeled tractors of class up to 30 kilonewton (3.0 pulling capacity) inclusive;
“B” - wheeled tractors of the class above 30 kilonewton (3.0 pulling capacity);
“C” - caterpillar tractors;
“D” - self-propelled agricultural machines;
“E” - all self-propelled mechanized land reclamation and road-building machines, including excavators and tractors with land reclamation and road-building equipment.

The license entitles driving vehicles of the respective category, if they are equipped with additional equipment or operate as part of a machine (trailer, road train).

The right to drive vehicles may be granted to:
Persons who have reached the age of seventeen - to drive vehicles of categories “A”, “B”, and "G".
Persons who have reached the age of eighteen, if they have at least six months of experience in driving vehicles of categories "A" and "B" or "G" - the right to drive vehicles of categories "B" and "D".

Categories “B” and (or) “D” are granted to service recipients who have a license with authorizing marks in columns “A” and “B” or “G” (the total work experience of the service recipient on the respective machines shall be at least six months) and who have successfully passed theoretical examination at the examination center.
